RADIATION PROTECTION AUTHORITY

TERMS OF REFERENCE


The University of Toronto Radiation Protection Authority is charged with the total and overall programme of radiation protection at the University of Toronto. The control exercised is complete and all embracing, the Authority having the necessary executive power delegated to it by the Governing Council to enforce and maintain the required standards of radiation protection necessary for a complex teaching and research institution.

This programme has as its foundation, Federal and Provincial regulations issued by the Atomic Energy Control Board, the Department of National Health and Welfare (Radiation Protection Division) and the Ministries of Health and Labour, Government of Ontario.

The responsibility of the University of Toronto Radiation Protection Authority includes all sources of ionizing radiation and non-ionizing radiation (both materials and machines) for whatever use, on all properties owned or controlled by the University of Toronto.

The University of Toronto Radiation Protection Authority has on behalf of the University the sole responsibility for negotiating with the appropriate authorities and has within the University jurisdiction in all matters pertaining to the use, handling, storage and disposal of radioactive materials and the installation, development and operating of equipment producing ionizing radiation and non-ionizing radiation.

The Governing Council hereby delegates to the Chair of the University of Toronto Radiation Protection Authority power to sign on behalf of the University for all matters within the jurisdiction of the Authority.

The University of Toronto Radiation Protection Authority reports to the Governing Council through the President.

The Authority considers, and advises on, the establishment of radiation emergency measures within the University and cooperation and integration with other authorities.

The Authority conducts educational programmes as required with respect to radiation hazards.

The University of Toronto Radiation Protection Authority has the authority to consult with appropriate persons or institutions and to revise the Administrative Procedures and Local Rules for the use of radioactive materials as circumstances warrant.

The Internal Permit Holder will be held responsible at all times for all aspects of radiation safety in areas under his or her supervision.

Assistance from the Radiation Protection Section will be provided for monitoring the laboratory and for radioisotope inventory control procedures.

Internal Permit Holders must provide adequate training of technicians under their supervision in the proper use, handling and storage of radioactive materials.

Internal Permit Holders must conform to conditions of the Internal Permit and the Manual of Safety operations issued by the UTRPA - and maintain adequate security of all laboratories under their supervision.

Failure to comply could result in the cancellation of the Internal Permit by the UTRPA.
